MINUTES OF A MEETING OF THE BRECON FISHING ASSOCATION COMMITTEE HELD AT THE GUILDHALL, BRECON ON MONDAY 5 NOVEMBER 2018 AT 7.00 P.M.

549/18  MINUTES – 2 JULY 2018

The Minutes of a meeting of the Brecon Fishing Association Committee held on 2 July 2018 (Pages 49 to 52) (copies of which had been previously circulated) were taken as read, approved as a true record and signed.

550/18  FISHING COMMITTEE – DRAFT WORK PLAN

Submitted F(A) Fishing Committee draft work plan. Members discussed this in detail and it was

            THAT the draft work plan be approved.

551/18  FISHING COMMITTEE ANNUAL REPORT

The Chair suggested that he and the Deputy Chair arrange a meeting to complete the annual report and after discussion it was

552/18  LETTER FROM WYE AND USK FOUNDATION

Submitted F(B) a letter from the Wye and Usk foundation concerning Usk improvement fund request. Members queried whether any funds had been given in the past and the town clerk confirmed that they had not. After discussion it was

            RESOLVED

THAT a reply be sent to the Wye and Usk foundation to advise that unfortunately we are not giving a donation as the organisation is not profit making and any funds are reinvested for the benefit of the stretch of water, but that we do welcome working collaboratively in future.

553/18  REPORT – ACCESS TO GWENNIES LANE

Submitted F(C) a report concerning the access to Gwennies lane prepared by the Town Clerk. The Town Clerk informed Members that the lane does not have a registered title and therefore is likely to not be owned by anyone but it is possible that someone could have the paper title deeds. The Town Clerk explained the legal principle of land owners either side owning the road between them. Members discussed this agenda item in detail. After lengthy discussion it was

            RESOLVED

THAT a letter be sent to Welsh Water asking them as potential part land owners for their view, a letter be sent to Brecknock Agricultural Society requesting a meeting and that the Town Clerk contact Powys Legal Services to see if they have any information.

554/18  FISHING PLATFORM

The Water Bailiffs gave an update on this for Members and they stated that the platform hasn’t moved since it collapsed.

            RESOLVED

THAT the Water Bailiffs maintain a watch and report where necessary approach.

555/18  ANGLING TRUST LETTER

            Submitted F(D) a letter received from the Angling Trust.

                        THIS information was taken as received and its contents

noted.

556/18  USK OWNERS UPDATE

            Submitted F(E) Usk owners update 2018.

                        THIS information was taken as received and its contents

noted.

557/18  EROSION CONCERNS

The Chair explained this agenda item for the benefit of Members and informed Members that he was waiting for a response from Natural Resources Wales.

THIS information was taken as received and its contents noted. It was agreed to not call a further meeting of the group looking at the erosion until an official response had been received from Natural Resources Wales. The monitoring will continue in the meantime.

558/18  WATER BAILIFF REPORT

The Water Bailiff handed to the Chair a written report he had prepared. The Chair read out the contents to Members. Where necessary the Water Bailiffs explained the points raised within their report.

559/18  PR AND PRESS OPPORTUNITIES

            None.

560/18  ANY OTHER BUSINESS

Councillor Williams raised a concern about the sealing off of a ladder which he felt could prevent the saving of someone’s life and could potentially also affect fishing access. It was agreed that the chair would a draft a letter in this regard.

561/18  EXCLUSION OF PUBLIC AND PRESS

                        RESOLVED

                        THAT in view of the confidential nature of the business about to be transacted whereby matters of a sensitive nature were to be discussed it was advisable in the public interest that the public and press be temporarily excluded and that they be instructed to withdraw from the meeting.
