MINUTES OF A MEETING OF THE CIVIC COMMITTEE OF BRECON TOWN COUNCIL HELD IN THE COUNCIL CHAMBER, THE GUILDHALL, BRECON ON MONDAY 1 APRIL 2018 AT 7.00 P.M.

902/18  PRESENTATION

The Chair welcomed Mrs Dorcas Creswell to the meeting and invited her to give her presentation. Mrs Creswell thanked the Chair and the Committee for the time and explained the detail of the visit of the Zulu King in July 2019. After her presentation Members had opportunity to ask questions which Mrs Creswell answered. After her presentation, Mrs Creswell thanked the Committee and left the chamber.

904/18  DECLARATIONS OF INTEREST

            There were no declarations of interest.

905/18  MINUTES

            The Minutes of the Meeting of the Civic Committee held on 1 October 2018 (pages 113 – 116) (copies of which had been previously circulated) were taken as read, approved as a true record and signed.  

                        RESOLVED

                        THAT the Minutes of the Meeting of the Civic Committee held on 1

October 2018 be taken as read, approved as a true record and

signed.

906/18  REQUEST FOR FLAG FLYING – ARMED FORCES DAY

            Submitted C(A) an email requesting the flying of the Armed Forces Day flag. The Town Clerk informed Members that the flag was hanging on the dais for Members to see. After discussion it was

                        RESOLVED  

                        THAT the request be approved.

907/18  REQUEST FOR CIVIC RECEPTION

Submitted C(B) an email requesting a civic reception from the town band. After discussion it was

            RESOLVED

            THAT the request be approved with a buffet and drinks.

908/18  REQUEST FOR CIVIC EVENT – WINNERS OF ADELINA PATTI ART COMPETITION

The Town Clerk informed Members that a request had come in from the Museum requesting a reception for the winners of the Adelina Patti art competition. After discussion it was

            RESOLVED

                        THAT Members agreed to host the winners of the art competition.

909/18  VISIT OF DIANA GOLLEDGE

The Town Clerk informed Members that a request had been received from the Saline Twinning Committee to cover the costs of the drinks for the reception. After discussion it was

            RESOLVED

            THAT this Council covers the costs of drinks for the reception.

910/18  CONFIRM ARRANGEMENTS OF AGM

The Town Clerk circled a revised agenda for the AGM for Members approval. The Town Clerk explained that the first two agenda items on the AGM have to remain in that order, so to overcome this a proposal is to hold a special meeting of the Council immediately followed by the AGM to allow the outgoing Mayor to present cheques to the charities. After discussion it was

            RESOLVED

            THAT the proposals be approved as drafted.

911/18  GURKHA PARADE AND DHAMPUS TWINNING ARRANGEMENTS

The Town Clerk explained that the Gurkha Parade would be earlier this year to allow time for the twinning celebrations to be held in the afternoon.

            THIS information was taken as received and noted.

912/18  ZULU KING VISIT

Members had the opportunity to discuss the details of the visit of the Zulu King in July. After discussion it was

            RESOLVED

THAT all Councillors be invited along with their spouse  /partner / guest, that the Mayor be requested to give a speech and that a buffet style lunch be served.

915/18  EXCLUSION OF PUBLIC AND PRESS

                        RESOLVED

                        THAT in view of the confidential nature of the business about to be transacted whereby matters of a sensitive nature were to be discussed it was advisable in the public interest that the public and press be temporarily excluded and that they be instructed to withdraw from the meeting.
