MINUTES OF A MEETING OF THE ENVIRONMENT COMMITTEE OF BRECON TOWN COUNCIL HELD IN THE COUNCIL CHAMBER, THE GUILDHALL, BRECON ON MONDAY 4 MARCH 2019 AT 8.00 P.M.

In the absence of the Chair and Vice Chair, Councillor Trailor was nominated to Chair the meeting and assumed the chair.

Apologies were received from Councillors G Ham, A Mathias and M Dorrance, and from Co-opted Members Mr M Rich and Ms J Bere.

813/18  DECLARATIONS OF INTEREST

There were no Declarations of interest.

814/18  MINUTES

            Submitted – Minutes of the Meeting of the Environment Committee held 7 January 2019 (Pages 166 – 169) (copies of which had been previously circulated) were taken as read, approved as a true record and signed.

815/18  TRADE STAND AT BRECON COUNTY SHOW

Submitted E(A) the trade stand form at Brecon County Show. Members discussed this agenda item in detail and after discussion it was

            RESOLVED

            THAT  a pitch be reserved in the main ring of the Brecon

County Show relevant to the size of the Town Council’s

gazebo.

816/18  REPORT – BANDSTAND EVENTS 2019

Submitted E(B) a report concerning events at the bandstand 2019. This item was discussed in detail and after discussion it was

            RESOLVED

THAT entertainment be scheduled for the 8 Sunday’s in July and August 2019 with the budget being split between them and provision for entertainment for all age groups. That a working group be set up consisting of Councillors Perry, Powell, Weale and that the Chair and Vice Chair of this Committee be invited onto the working group, and that they report back to the next Environment Committee meeting.

817/18  MAENDU WELL PROGRESS REPORT

Submitted E(C) a report prepared by the Town Clerk concerning Maendu well. The Town Clerk recommended that the works be co-ordinated with the HLF project but that she was having difficulty in getting a meeting arranged. This item was discussed in detail and after discussion it was

                        RESOLVED

SOME of the arisings from the trees at Maendu Well be made into small log piles to create habitat for wildlife and that a decision on a wildlife report be held for now and that the Town Clerk continues to try and set up a meeting concerning HLF funding.

818/18  POWYS LOCAL TOILET STRATEGY

Submitted E(D) an email from Powys County Council concerning the Powys Local Toilet Strategy. Members discussed this in detail and after discussion it was

            RESOLVED

            THAT Councillor Thomas would look at the survey and would

consult with the Town Clerk to whom powers were delegated

to submit the survey.

819/18  REPORT – PLANTER’S OPTIONS

The Town Clerk had prepared a report for the benefit of Members that had previously been circulated, and was tabled for consideration at the meeting. Members discussed this agenda item in detail and after discussion it was

            RESOLVED

  1. THAT the Town Clerk look for further options similar to the second option in the report and that these options are brought back to the next meeting of this Committee.   
  2. THE locations preferred are the Wellington Square and outside Lloyds Bank.
  3. THAT the Chamber of Trade, Brecon Rotary Club, the Lions and the banks in town are approached once the design in chosen to request a contribution to the costs.

820/18  ACTIONS FOR APPROVAL FOR BRECON WITH BELLS ON 2019  

Submitted E(G) a report prepared by the Town Clerk concerning actions for approval concerning Brecon With Bells On 2019. After discussion it was

            RESOLVED

THAT the actions detailed in the report be approved.

822/18  ANY OTHER BUSINESS

None.

823/18  EXCLUSION OF PUBLIC AND PRESS

                        RESOLVED

                        THAT in view of the confidential nature of the business about to be transacted whereby matters of a sensitive nature were to be discussed it was advisable in the public interest that the public and press be temporarily excluded and that they be instructed to withdraw from the meeting.
