82/19 CHAIRMAN – ELECTION OF
Nominations for the position of Chairman of the Committee were invited and it was –
THAT Councillor C T Walsh be re-elected Chairman of the Finance and Commissioning of Contracts Committee for the current Municipal Year.
Councillor Walsh thanked the Committee and thereupon assumed the Chair.
83/19 VICE CHAIRMAN – ELECTION OF
Nominations for the position of Vice Chair of the Committee were invited and following a vote it was-
THAT Councillor M Perry be elected as Vice-Chairman of the Finance and Commissioning of Contracts Committee for the current Municipal Year.
There were no apologies
85/19 DECLARATIONS OF INTEREST
Councillor Weale declared an interest in the application received from the Aberhonddu and District Male Voice Choir. Councillor Meredith declared an interest in the application received from Brecknock Gardening Association.
The Minutes of the Meeting of the Finance Committee held on 4 February 2019 (Pages 188 to 191) were taken as read, approved as a true record and signed.
87/19 FINANCE COMMITTEE TERMS OF REFERENCE
Submitted F(A) the previous Finance Committee terms of reference. After discussion it was
THAT the Chair, Vice Chair and Town Clerk meet to draft
new terms of reference for this Committee and re-submit at
a later meeting.

LETTERS OF THANKS
88/19 The Chair informed Members that letters and emails have been received since the last meeting and that they were tabled for inspection.
89/19 APPLICATIONS FOR FINANCIAL ASSISTANCE
Submitted – Schedule of applications received for financial assistance (copies of which had been previously circulated – Appendix F(B)).
Having considered the financial aspects and other details of all the applications received it was –
THAT the undermentioned applications for financial assistance be dealt with as follows:
IT WAS RESOLVED THAT
THE Town Clerk writes to the applicant requesting more information but to detail in the letter that the Committee is mindful to support the application and that the application be deferred until the next meeting of this Committee in July.
BOBATH CHILDRENS THERAPY CENTRE
THAT a grant of £337 be awarded to Bobath Childrens Therapy Centre.
BRECKNOCK GARDENING ASSOCIATION
THAT a grant of £300 be awarded to the Brecknock Gardening Association.
WALES AIR AMBULANCE
THAT a grant of £1500 be awarded to Wales Air Ambulance.
BRECON BEACONS MUSIC TRUST
THAT a grant of £900 be awarded to Brecon Beacons Music Trust.
BRECON LITTLE THEATRE
THAT a grant of £1000 be awarded to Brecon Little Theatre.
BRECON FESTIVAL BALLET LTD
THAT a grant of £2500 be awarded to Brecon Festival Ballet Ltd.
ABERHONDDU AND DISTRICT MALE VOICE CHOIR
As Councillor Weale had declared an interest in this application, he left the chamber and took no part in the discussion.
THAT a grant of £1000 be awarded to Aberhonddu and District
Male Voice Choir.
THAT a grant of £5000 be awarded to Theatr Brycheiniog.
90/19 STATEMENT OF ACCOUNTS PAID
Submitted F(D) Statements of Accounts paid for the months of January, February and March 2019 copies of which had been previously circulated.
THAT the above Statements of Account be received and approved.

93/19 EXCLUSION OF THE PUBLIC AND PRESS
It was recommended that for the purposes of this section the Committee pass the following Resolution:-
THAT in view of the confidential nature of the business about to be transacted whereby matters of either a sensitive nature or of a possible personal nature might be discussed in relation to the finances or staff of the Council, it was advisable in the public interest, that the public and press be temporarily excluded and they were instructed to withdraw from the meeting.
