62/19    CHAIRMAN – ELECTION OF

Nominations for the position of Chairman of the Committee were invited and it was –

                        UNANIMOUSLY RESOLVED

THAT Councillor D Meredith be elected Chairman of the Planning, Guildhall and Staffing Committee for the current Municipal Year.

63/19    VICE CHAIRMAN – ELECTION OF

Nominations for the position of Vice Chairman of the Committee were invited and it was –

                        UNANIMOUSLY RESOLVED

THAT Councillor L Rijnenberg be elected Vice-Chairman of the Planning, Guildhall and Staffing Committee for the current Municipal Year.

64/19    APOLOGIES

There were no apologies.

65/19    DECLARATIONS OF INTEREST

Councillors Morgans and Rijnenberg declared interests in agenda item 8 relating to planning applications. Councillor Ham informed Members that the National Park Authority had informed him that it is a conflict of interest for him to sit on this Committee and on the National Park Authority Committee, and suggested that he should not be a Member going forward but could be an advisor to the Committee.

66/19    MINUTES

The Minutes of the Meeting of the Planning Committee held on 7 May  2019 (Pages 249 – 252) (copies of which had been previously circulated) were taken as read, approved as a true record and signed.

67/19    PLANNING COMMITTEE TERMS OF REFERENCE

Submitted P(A) previous Planning Committee terms of reference and previous Staff and Employment Committee terms of reference. After discussion it was

            RESOLVED

            THAT the Chair, Vice Chair and Town Clerk meet to draft

new terms of reference for this Committee and re-submit at

a later meeting.

67/19     PLANNING APPLICATIONS

(a)       Submitted – Schedule of Planning Applications received from Brecon Beacons National Park Authority (copies of which had been previously circulated – Appendix P(B)).

(b)       Submitted – Schedule of Decisions of the Brecon Beacons National Park Authority (copies of which were circulated at the meeting – Appendix P(C)).

The Committee considered the additional applications received as shown on the schedule.

RESOLVED

(a)       THAT the Council’s observations in relation to the planning applications contained in the attached P(A) schedule nos. 4251 to 4260 be forwarded to the Brecon Beacons National Park Authority. In regard to application 4257 that the previous submission relating to this Development be re-submitted and that Councillor Meredith speaks in this respect at the meeting in which this application is considered.

  • THAT the schedule contained in Appendix P(B) be received and noted.

68/19    ROAD TRAFFIC ORDERS

Submitted P(D) road traffic order for the Gurkha’s Annual Freedom March.

            THIS information was taken as received and noted.

69/19    GUILDHALL – HEALTH AND SAFETY INSPECTION ARRANGEMENTS

The Town Clerk informed Members that historically the Chair and Vice Chair have inspected the Guildhall in regard  health and safety matters in the building and that this was now due.

            RESOLVED

            THAT the Chair and Vice Chair arrange a day to come in

and carry out the inspection.

70/19    TRADE UNION OFFICIAL DUTIES

Submitted P(E) information received from the SLCC concerning trade union official duties. The Town Clerk informed Members that she had carried out research with ACAS relating to this agenda item and informed Members of the statutory provisions. After discussion it was

            RESOLVED

            THAT the Town Clerk writes to neighbouring Town

Council’s and query if this issue has come up for them and to bring a report back to a future meeting of this Committee. Councillor Thomas said he was happy to do some research in this regard.

73/18    EXCLUSION OF PUBLIC AND PRESS

                        RESOLVED

                        THAT in view of the confidential nature of the business about to be transacted whereby matters of a sensitive nature were to be discussed it was advisable in the public interest that the public and press be temporarily excluded and that they be instructed to withdraw from the meeting.
