MINUTES OF A MEETING OF THE STAFF AND EMPLOYMENT COMMITTEE BRECON TOWN COUNCIL HELD IN THE COUNCIL CHAMBER, THE GUILDHALL, BRECON ON TUESDAY 2 APRIL 2019 AT 9.30 a.m.

923/18  MINUTES

The Minutes of the meeting of the Staff and Employment held on 18 March 2019 (Pages 214 – 215) (copies of which had been previously circulated.

            RESOLVED

            THAT the Minutes of the meeting of the Staff and

Employment Committee held on 18 March 2019, be

taken as read, approved as a true record, and signed.

924/18  MATTERS CONCERNING TIME OFF WORK

Submitted S(A) information received from the Society of Local Council Clerks and printouts of the Employment Right’s Act 1996. Members discussed this item in detail and after discussion it was

                        RESOLVED

THAT in accordance with the Employment Rights Act 1996 members of staff who are a member of those bodies listed in S.50(2) if the Act must have reasonable time off to carry out those duties and that in accordance with the Green Book provisions this time will be paid time off to a maximum of 208 hours in any one financial year and that the test of reasonableness is to be applied by the Town Clerk who will report to the Committee regularly on the hours spent by staff carrying out these duties. With regard to Trade Union official duties to look at provisions in this regard for staff carrying out such roles at a later date.

927/18  EXCLUSION OF PUBLIC AND PRESS

                        RESOLVED

THAT in view of the confidential nature of the business about to be transacted whereby matters of a possible personal nature might be discussed in relation to the finances or staff of the Council, and matters of a sensitive nature, it was advisable in the public interest that the public and press be temporarily excluded and that they be instructed to withdraw from the meeting.
