Accessibility Statement for Brecon Town Council website and Visit Brecon website

This accessibility statement applies to Brecon Town Council’s website and Visit Brecon’s website. Both websites contain clear font.

  • Visit Brecon – Text can be increased in size by pressing Cmd + + or -. The site has been designed with best practice in mind for contrast.
  • Brecon Town Council website – Allows text to be increased and decreased, contrasts changed, grayscale to be used, backgrounds lit, and text to be underlined.

Both websites are run by Brecon Town Council. We want as many people as possible to be able to use the websites. For example, you should be able to:

  • Change colours, contrast levels and fonts, and zoom in.
  • Navigate most of the website using just a keyboard.
  • Navigate most of the website using speech recognition software.
  • Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver).

On the Brecon Town Council website this is achieved using the tool on the homepage. For the Visit Brecon website, additional tools are available if needed at:

Keyboard navigation (Visit Brecon website)

  • Tab – Move to next interactive element
  • Shift + Tab – Move to previous interactive element
  • Return/Enter – Activate elements (links, buttons, etc.)
  • Spacebar – Activate buttons (pause/play videos, submit forms, etc.)
  • Esc – Close open content (modals, navigation menus, etc.) or cancel current action
  • Arrow keys – Navigate with widgets and move around a page

On the Visit Brecon website, SEO descriptions have been applied to each page, which are readable by speech recognition software. All images also contain ‘Alt Text’ that can be picked up by any screen reader.

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of the website are not fully accessible:

  • The text will not reflow in a single column when you change the size of the browser window on the Brecon Town Council website.
  • You cannot modify the line height or spacing of text.
  • PDF documents may not be accessible to screen reader software.

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances and exemptions listed below.


Non-accessible content

Non-compliance with the accessibility regulations

  • Some images may not have a text alternative, so people using a screen reader cannot access the information (fails WCAG 2.1 success criterion 1.1.1).
  • PDFs may not meet the accessibility standards and we are looking at alternative solutions for this.

Disproportionate burden – navigation and accessing information

  • It’s not always possible to change the device orientation on the Brecon Town Council website from horizontal to vertical without affecting usability.
  • On some devices, changing text size may cause content overlap.
  • On the Visit Brecon website, this can be managed via computer settings or by resizing the browser window. The site is responsive to fit vertical and horizontal displays.

We’ve assessed the cost of fixing these issues and believe that further measures would be a disproportionate burden within the meaning of the accessibility regulations. We will reassess this in future.


Content outside the scope of the accessibility regulations

  • PDFs and documents – Some PDFs and Word documents are essential to providing services. We are working on improving these, but the regulations do not require us to fix documents published before 23 September 2018 if they’re not essential.
  • Live video – We do not plan to add captions to live video streams because this is exempt from the regulations.

Preparation of this accessibility statement

This statement was prepared on 12 September 2025.

  • The Brecon Town Council website was last tested in April 2020 by Brecon Town Council in consultation with Sgor, and reviewed in September 2025. Additional improvements for PDFs are being investigated.
  • The Visit Brecon website was created and tested in September 2025 by Brecon Town Council in consultation with Pixelhaze.
